Add an approval step for updating Enterprise-wide settings

      User Problem

      Currently, any enterprise admin has the ability to update enterprise-wide settings. This makes administration and control over Trello difficult when there are multiple admins as an admin can make changes without the knowledge of others.

      Suggested Solutions

      We should add an option to set an approval step so that another admin has to approve any enterprise settings
