User Problem

This is reproducible on Data Center: (yes) 

If a customer votes on a board you're watching, you'll see the grey dot as you had a notification inside the board, but no notification will be shown on the notification bell or board activity, making it impossible to figure out what the notification is on the board.

Steps to Reproduce

1. Create a board
2. Enable the Power-Up Voting (created by Trello)
3. Watch the board
4. Using a different account vote on a card
5. Go back to the original account, you'll see the grey dot on the board, but you can't figure out what is the notification for, since the notification bell and the board activity don't show anything.

Suggested Solutions

A card voted shouldn't trigger the grey dot on the board as it has a notification OR make the voting show up on the notification bell and board activity for the customer to track what is new.
