Issue Summary

Workspace admins of Standard Workspaces are unable to change members' permissions on the Workspace. 

Steps to Reproduce

1. An internal change was released to the main version of Trello, which resulted in this issue. 

Expected Results

Workspace admins should be able to change members' permissions on Standard Workspaces at any moment. 

Actual Results

Workspace admins on Standard Workspaces can't change the members' permissions. 

Workaround

Customers can use this link: https://trello.com/support/try?name=build&version=213020&time=999 to revert to an old build of Trello without this unintended change, allowing them to change members’ permissions as expected.
