As a Trello admin I want to have control over "Watch" behavior so I can manage my team and their notifications

      User Problem

      Users would like to have admin control over default watching behavior, as well as the ability to see who is watching a card and manually turn it on/off for their users.

      Suggested Solutions

      This could start with bringing the visibility of card Watchers to the card back, potentially only for admins. Then perhaps it could work like the current "Share" button, with a dropdown next to each user to turn off their watching status or the ability to add watchers.

      Additionally, this could be an Enterprise and/or Workspace setting that allowed for changes to the default watching behavior. The feedback is the ability to turn off the default watching state when commenting on a card, particularly if the commenter isn't a member of that card.
