User Problem
Currently, Enterprise Admins can apply Board creation restrictions (to control who can create boards in an Enterprise) as well as Workspace membership restrictions (to control who can join Workspaces).
However, they lack control over who can create Workspaces within their organization. This allows free and licensed users to create new Workspaces without their admins' knowledge.
Suggested Solutions
We should add a setting to the Enterprise Admin Dashboard that allows Ents Enterprise admins to restrict which users (unlicensed and licensed) can create Workspaces. This could be an excellent feature to complement a future Shadow IT feature for Trello (CLOUD-11684).
Current Workarounds
For free Workspaces, Trello Enterprise Admins can convert them to Enterprise Workspaces, allowing full control over the Workspaces, and then decide to delete them. The downside of this approach is that the Workspace members will become licensed members, thus consuming a license from their license pool. Also, this approach won't prevent unlicensed users from creating new free Workspaces.
For licensed uses, the Enterprise admins can access the desired Workspace and decide which action they want to take to the Workspace, as they have full control over Workspaces within their Trello Enterprise.
