Card-Badges Capability Not Triggered on Initial Power-Up Installation

Encountered an issue with the card-badges capability in a Power-Up feature on Trello. The issue arises when the Power-Up is initially installed; the card-badges capability does not get triggered immediately.

Steps to Reproduce:

1. Install the Power-Up on a Trello board.

1. Observe the browser console for any logs or notifications about the card-badges capability initialization.

1. Notice the absence of any indication that the card-badges capability has been initialized.

1. Refresh the webpage.

1. Post-refresh, observe that the console logs now show the initialization process of the card-badges capability.

A fix for the issue has been pushed, as mentioned on internal ticket ECOHELP-31071. But there are new issues, explained below:

Have been able to test and the issue still persists. Now I see two different cases:

1. When we add a power-up to the board and immediately close the store page, the board loads and then the store reopens on the power-up that we added (which is likely a bug, as I had closed it, so why does it reopen?), and after closing it again, badges are indeed visible on the board, meaning the card-badges capability was invoked.
2. But in the second case, when we add a power-up and wait for it to fully load and be added to the board, without closing the store page, and then close it, there are no badges and the capability wasn't invoked.
