Cannot set 'Claims Trello' modifier under Power-Up capabilities

'Claims Trello' modifier under Power-Up capabilities is always disabled.

Console errors attached.

Steps to reproduce

 
1. Go to capabilities under any old or new Power-Up.
2. Check 'Attachment sections' capability if not checked already
3. Try to check or uncheck 'Claims Trello' capability: it doesn't change
