Issue Summary

Moving boards between Enterprise Workspaces (with Enterprise Power-Up administration enabled) disables all Power-Ups in the board, even if the PUPs are allowed.

Steps to Reproduce

1. Enable Enterprise Power-Up Administration;
2. Create a board in an Enterprise Workspace;
3. Add any allowed Power-Up;
4. Move the board to a different Enterprise Workspace;

Expected Results

The board is moved and all Power-Ups remain enabled

Actual Results

All Power-Ups are disabled

Workaround

Temporarily disable Enterprise Power-Up Administration before moving the boards, a re-enabling it afterwards.
