Deactivating a managed Enterprise member prevents them from being added back to Enterprise boards as a guest if the Workspace's board sharing restriction is set to "Only managed members"

      Issue Summary

      It's expected that deactivated managed Enterprise members can be invited back to Enterprise boards as guests.

      However, if someone attempts to add one to a board in a Workspace which its "Sharing boards with guests" setting is set to "Only managed members", they'll get an error message saying "This boards can only be shared with managed Enterprise member", even though the user is actually managed.

      Steps to Reproduce

      1. Revoke a managed Enterprise member's license;
      2. Create a new Enterprise Workspace;
      3. Set its "Sharing boards with guests" setting to "Only managed members";
      4. Create a new board;
      5. Try to invite the deactivated managed Enterprise member to the board

      Expected Results

      The deactivated managed Enterprise member is added to the board, as a guest of that Workspace.

      Actual Results

      You'll get an error message saying "This boards can only be shared with managed Enterprise member" and the deactivated managed Enterprise member will not be added to the board.

      Workaround

      The Enterprise/Workspace admin needs to change the Workspace's "Sharing boards with guests" setting to "Anybody" and then invite the user.
