Issue Summary

Currently, to change an account from a licensed Enterprise member to a Free managed (unlicensed) member they have to be removed from boards in the workspace and readded, this has to be done manually for any Enterprises managing licenses in https://admin.atlassian.com

As an Enterprise admin, I'd like to be able to remove an Enteprise license from one of my users and convert them to a Free managed user without removing them from any boards.

Workaround

A user has to be removed from an Enterprise, then removed and re-added from any boards they're on to be able to access them again.
