Issue Summary

When creating a card button that moves cards from one board to another, not all boards appear in the dropdown. It is possible to manually specify a destination list and board, but the boards menu should display all boards available.

Steps to Reproduce

1. Create a card button
2. Set the action to move the card to a list in a specified board.
3. While it will be possible to type the board and list in manually, some boards do not appear in the dropdown - even though the user has access.

Expected Results

All boards should appear in the board selection menu.

Actual Results

Only select boards are displayed.

Workaround

Manually specify the destination list and board.
