Collections remain visible after downgrading from Premium to Standard

Issue Summary

When a Trello Workspace is switched from the Premium plan to Standard, the collections that were created in the workspace are still visible but unable to be edited or deleted.

Collections is a feature that's only available with Premium and Enterprise so this shouldn't be visible on a Standard workspace.

Steps to Reproduce

1. Enroll a Workspace in Trello's Premium plan
2. Create collections and add board to them
3. Switch to Trello's Standard plan

Expected Results

The collections should no longer be visible

Actual Results

The collections are still visible for the workspace.

Workaround

You can re-upgrade to Premium to delete the collections and then downgrade to Standard again.
