Forced refresh of Power-Up board buttons does not happen

Users are allowed to change the settings of how a button behaves. The user can set this behavior by updating the power-up settings. When the user updates the settings, we like to force a refresh of the related board buttons.

This was working before, by triggering a a board.set, however, it no longer refreshes the board buttons.
