Issue Summary
Some users are unable to move a card from one board to another in their Trello Enterprise workspace
When attempting to move the card, the board dropdown menu says: “This card can only be moved to Workspaces within Trello Admin Enterprise”.
The impacted users workspace and board admin for al boards in the Enterprise workspace.
Steps to Reproduce

Expected Results
A user can move cards between boards in an Enterprise Workspace if they are a member of all boards.
Actual Results
Some users are unable to move a card from one board to another in their Trello Enterprise workspace
Workaround
Move the card from Trello mobile instead.
