Remove deactivated users only from the Workspace option doesn't work

      Issue Summary

      After deactivating users from the Workspace, the admin attempts to use "Remove from Workspace" and receives an error: "couldn't remove [USER]. Try again."
      In fact, it isn't possible to remove a deactivated member solely from the Workspace. The admin needs to select "Remove from Workspace and boards."

      This leads to confusion, so the UI would need to show only the correct option available.

      Steps to Reproduce

      1. Go to the Members page of the Workspace
      2. Next to the username click on "Remove" and "Deactivate"
      3. Click on "Remove" again and then "Remove from Workspace"

      Expected Results

      It should remove the deactivated user from Workspace

      Actual Results

      You'll see the error: "couldn't remove [USER]. Try again."

      Workaround

      User removes the user from Workspace and boards" option
