Issue Summary
Unlicensed members in the Enterprise admin dashboard show Atlassian accounts that are deactivated
Steps to Reproduce
- Have a Trello Enterprise that manages licenses in adminhub
- Have an Atlassian org linked to that Enterprise that manages at least 1 user
- Revoke the license from that 1 managed user
- Observe that they show in Unlicensed members in Trello Enterprise
- Deactivate the user in admin.atlassian.com
- Observe that the same user shows in Unlicensed members
Expected Results
Either to not show users with deactivated atlassian accounts on that page, or indicate that they're deactivated, and display some sort of message when an admin grants a license from that page telling them that they'd need to reactivate the user at the Atlassian account level.
Actual Results
Deactivated managed user shows in Unlicensed members. There isn't an indication on that page that a user's Atlassian account is deactivated. Granting a license from that page causes the user to disappear from that page, but they reappear when the page is refreshed even though they now have a license according to adminhub.
Workaround
When granting a license from Unlicensed members, the only workaround would be to confirm that a user's account is not deactivated from admin.atlassian.com after granting a license from that page
