Issue Summary

When a Power-Up collaborator attempts to edit a Power-Up from the admin page(https://trello.com/power-ups/admin), they are redirected to the Power-Up directory instead and have no way to edit the Power-Up.

Steps to Reproduce

1. On an account where you're a collaborator for a Power-Up, go to https://trello.com/power-ups/admin
2. Click on the Power-Up that you're a collaborator on

Expected Results

I would expect to be able to edit the Power-Up that I selected

Actual Results

I am redirected to the Power-Up directory instead

Workaround

A workaround is to be added as Workspace admin, which gives you access to all Power-Ups in the Workspace.
