As a Trello user, I want to be able to open Inbox or Planner without having to open a board first

      Issue Summary

      Right now, Inbox and Planner are only accessible from the navigation bar at the bottom of each board. 

      I don't always want to open a board first. It would be nice to be able to open Inbox and Planner from anywhere in Trello, not just from the bottom navigation bar.

      Steps to Reproduce

      1. Open a board
      2. Note that Inbox and Planner are only accessible from the board view

      Expected Results

      I can open Inbox and Planner from anywhere in Trello

      Actual Results

      ...

      Workaround

      Open a board, then open Inbox or Planner
