Issue Summary

When a user has not authorized a GitHub account on the GitHub Power-Up and they open a card with a pull request attached to it, the "GitHub Pull Requests" section of that card just shows "Loading...".

Steps to Reproduce

1. Add the GitHub Power-Up to a board;
2. Authorize a GitHub account;
3. Attach a pull request to a card;
4. Remove personal settings from the Power-Up (to revoke authorization);
5. Open the card again

Expected Results

Under "GitHub Pull Requests", it should show the unauthorized view of the attached pull requests.

Actual Results

Under "GitHub Pull Requests", it shows "Loading..." indefinitely.

Authorizing a GitHub account on the Power-Up settings.
