Issue Summary

When trying to reopen a closed board that doesn't match the Workspace board creation visibility settings, you are prompted to change the board's visibility, but nothing happens once you change it.

Steps to Reproduce

1. Create a board;
2. Change the board visibility to Workspace or Public
3. Change the board creation restrictions settings of the Workspace to Nobody can create Workspace visible boards;
4. Try to reopen the board.
5. It will prompt you to change the visibility settings, try to change it.

Expected Results

When prompted to change the board visibility settings, you should be able to click on the desired settings to allow for the board to be reopened under the correct settings.

Actual Results

When selecting the desired visibility settings, nothing happens.

The console throws:

409 Conflict
Closed boards cannot be edited.

Workaround

Changing the Workspace settings before reopening the board does the trick. The setting can be changed later once again.
