Issue Summary

Currently, Workspace Admins can't close boards if they are not board admins, which creates a confusing scenario for our users.

Steps to Reproduce

1. As a Workspace Admin, try to close a board that you are a member of;

Expected Results

You are able to close the board

Actual Results

You can't close. the board unless you become a board admin as well.

Workaround

As the user is a Workspace Admin, they should be able to make themselves board admins and then have the ability to close the boards.
