As an Enterprise admin, I'd like to have more details about why Enterprise Guests can't move cards and lists to a different board within their Enterprise

User Problem

Currently, Workspace Guests of an Enterprise can't move cards to different boards despite having access to multiple boards within the same Enterprise Workspace, as mentioned in our support article: https://support.atlassian.com/trello/docs/what-are-enterprise-data-restrictions/.

Suggested Solutions

We should improve the warning and error message on the UI to ensure Enterprise Guests understand why they're unable to move cards and lists to a different board despite the board being part of the Enterprise. 

For example, we should change the warning message from "This card can only be moved to SampleEnterprise workspaces" to "You can't move this card due to the Enterprise data restriction policy. Click here to learn more."

This will bring users more awareness about why they can't move/copy cards and lists to other boards on the same Enterprise.
