Issue Summary

Workspace members can't add comments even though it is allowed in the board settings.

Steps to Reproduce

1. Go to the board settings and set the board-level comment settings to "workspace members"
2. Log in as a user who is a workspace member but not a board member.
3. Open a card

Expected Results

The user can add a comment.

Actual Results

The user doesn't see the comment UI on the card.

Workaround

A user who wants to add comments needs to join the board.
