Issue Summary

New users are unable to complete the "Getting Started" tour in Trello if they archive the "Trello Starter Guide" list. Even after attempting to complete the tour multiple times, the tour keeps reappearing.

Steps to Reproduce

1. Sign up as a new Trello user and open the default board with the "Trello Starter Guide" list.
2. Archive the "Trello Starter Guide" list.
3. Attempt to complete the onboarding tour.

Expected Results

The onboarding tour should be dismissed and not appear again.

Actual Results

The onboarding tour keeps popping up repeatedly.
The user is unable to complete or dismiss the tour.

Workaround

Unarchive the "Trello Starter Guide" list from the board’s archived items. Once restored, the tour can be completed as expected.
