Issue Summary

When a user who is an Observer on a board is upgraded to Workspace admin status, they're still an Observer on boards in that Workspace.

Steps to Reproduce

1. Add a Workspace member to a board as an Observer
2. Upgrade their account to Workspace admin in the Workspace members page
3. Notice that they are still an Observer on Workspace boards

Expected Results

The user becomes board admin on those boards due to Workspace admin status.

Actual Results

The user becomes a board admin, as Workspace admins have admin controls on all boards in the Workspace.

Workaround

Existing board admin can update the user's board permissions to "Normal" or "Admin" via the Share button. Steps here: https://support.atlassian.com/trello/docs/making-a-user-an-admin-of-a-board/
