As a Trello user, I want to be able to pin a card to the top of a list so that I can keep key info / formatting at the top of my board (pin cards)

User Problem

Users would like to be able to freeze or pin a card to the top of a list in Trello. 

Suggested Solutions

Allow users to 'pin' cards to the top of the list, so no matter what happens, new cards will be created below pinned cards, and pinned cards will never change position unless moved by a board admin.
