Issue Summary

When you react to a comment on a card, users that watch that card receive notifications about that action on browser and desktop, but don't receive the same notification on any of the mobile apps.

Steps to Reproduce

1. Go to trello.com.
2. Leave a comment on any card and start watching that card
3. Log in to trello.com with a different account and react to that comment with an emoji

Expected Results

You would receive a notification about this action on mobile 

Actual Results

No notification is sent whatsoever.

Workaround

You can open the browser of your choice on your phone and go to trello.com there and log in as you normally would. You can see all the notifications using Trello on your phone through a browser.
