Issue Summary

Workspace admin can't delete the board, if the board is closed we cannot see delete permanently option right under reopen option.

Steps to Reproduce

1. Change the board deletion restrictions settings to workspace admin  for all types of boards( Public, organization, workspace visible, private board ) 
2. Navigate to the closed boards 
3. Right under the reopen boards we cannot view Permanently Delete Board  option.  

Expected Results

Workspace Admin should get Permanently Delete Board option to delete the board. 

Actual Results

Workspace admin cannot see the Permanently delete option. 

Workaround

For the work around we can change the board deletion restrictions settings to workspace member in order to view the Permanently Delete Board option.
