Issue Summary

If you have an Atlassian Billing Engine Site, trying to provision Statuspage fails.

Steps to Reproduce

1. Create the site using https://www.atlassian.com/try/cloud/signup?bundle=jira-software-confluence&platform=ccp&edition=premium
2. Go to admin.atlassian.com, select the new site and go to products > add product and add Statuspage to the existing site.
3. An error is thrown and then the console continuously outputs an error:
   FocusLock: focus-fighting detected. Only one focus management system could be active. See https://github.com/theKashey/focus-lock/#focus-fighting
   This repeats for a few thousand errors.

Expected Results

Statuspage is provisioned.
