Issue Summary
Normally, in the "Past Incidents/Incident History" sections of a page, it should either display the related incidents of that date, or it should display the "No incidents reported" placeholder text.
In some cases, if a date had no incidents created/resolved, but it had an incident update occur on that date, it will be displayed as a blank date in the history, with no text inside.

This also breaks custom code that is used to hide dates with no incidents from the page.
Steps to Reproduce
- Have an incident created on, let's say, July 19th
- Set an incident update to display on July 20th, and then the incident resolution on July 21st
Expected Results
Either the relevant update should be displayed in the according date, or the date should display the "No incidents reported" text
Actual Results
Blank date display
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
