Removing the Twitter App removes the ability to disable Twitter notifications on Incident Templates

      Issue Summary

      Incident Templates allow you to add Twitter notifications to incident creation and updates. If someone has these enabled and then removes the Twitter App from Statuspage, the user can't go back and disable the Twitter notifications within the template.

      Steps to Reproduce

      1. Set up the Twitter App within Statuspage
      2. Create an incident template that has the Twitter notifications turned on
      3. Remove or Disable the Twitter App
      4. Create an incident using the template.
      5. Incident Creation Fails
      6. Try to remove the Twitter notifications from your template
      7. The option to remove Twitter notifications from your template is removed.

      Expected Results

      When disabling the Twitter App, the user should be given an option to remove Twitter notifications from their templates.

      Actual Results

      The Twitter notification checkbox is not active unless there is an active Twitter App. 

      Workaround

      In order to remove the checkbox, you need to re-enable Twitter, remove the checkbox from the template, then re-disable Twitter.
