Issue Summary

If you mark a normal component as degraded, the top-level status banner will say:
"Partial System Outage"

Marking a third-party component as degraded, the banner will say" Experiencing Issues with <third party component name>.

Both should say the same thing.

Steps to Reproduce

1. Mark a third-party component as degraded
2. You'll see that the top-level status banner shows "Experiencing Issues with <third party component name>."
3. Mark a normal component as degraded
4. You'll see that it shows "Partial System Outage"

Expected Results

Marking both normal and third party components as degraded shows the top-level status banner as "Experiencing Issues with <component name>. "

• Normal components show something different vs third-party components
