Issue Summary

On Audience Specific pages, components are visible even when ""only_show_if_degraded": true" option is set . 
 

Steps to Reproduce

1. Create a component in an Audience-Specific page via UI or API
2. If created via:
   • UI:
     1. Update it via the API to have ""only_show_if_degraded": true"
     2. or if HIDDEN_COMPONENTS FF is enabled, check the "only_show_if_degraded" option has been checked in the UI as well 
   • API: ensure "only_show_if_degraded" is set to true
3. Notice the component is shown on the page regardless of status 

Expected Results

For components with ""only_show_if_degraded": true" set to only show up if they are not in the "operational" state. 

Actual Results

Component is shown even when Operational. 

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
