Issue Summary

When a component changes status from major outage to degraded performance during an incident, the impact should change from critical to minor according to the docs. This does not happen

Steps to Reproduce

1. Create an incident and mark a component as a major outage
2. See the impact shown as "critical"
3. Update the incident and change the component to degraded performance
4. The impact of the incident remains "critical"

The impact should change according to the help article

Actual Results

The impact of the incident does not change

Workaround

Customers can manually override the impact if needed by clicking the impact and selecting the appropriate impact
