Issue Summary

Hello team,
Switching between incident templates while creating the incident keeps both template components affected.
This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Make sure to have two different templates created with different components on each template.
2. Click on Create Incident and apply the first template and note the component selected, then switch to a different template and can notice the components are selected from both the templates as affected
3. I have also recorded a loom video to show the issue behavior. (Atlassian internal only, authentication required)

Expected Results

It is expected to not keep the initial template selection for components when switched from one template to another.

Actual Results

Components of different templates stay selected as the Affected components when switched from one template to another.

Workaround

Required to manually deselect the affected component selection when switched from one template to another
