Issue Summary

If you set a component to "only_show_when_degraded", the list of components available when you select what components to subscribe to does not show these, unless they are degraded.

Steps to Reproduce

1. Enable component subscriptions
2. Create a component via the API and set "Only_show_if_degraded" to True
3. Make sure component is set to operational
4. Subscribe to the page and pick the components you want to subscribe to
5. Observe that the component you created does not show up in the list
6. mark the component as degraded
7. Go back to subscriptions and observe that it now shows up as an available component to subscribe to

Expected Results

1. Component shows up in the subscription list regardless of status

Actual Results

Component only shows up in the subscription list if it is degraded

Workaround

To allow customers to subscribe to a hidden component, it must be marked as degraded or the "show_only_when_degraded" flag has to be turned off
