Issue Summary

When creating an incident via the Manage API, if no components are selected, but the parameter "deliver_notifications" is set to true, the incident update history in page management will show as if notifications were sent, even if that was not the case.

Steps to Reproduce

1. Create an incident via the Manage API
2. Do not include any selected components
3. Set the parameter "deliver_notifications" to TRUE

Expected Results

Since no notifications are sent when no components are selected, that should be reflected in the incident history in the page management UI

Actual Results

Incident shows that notifications were sent even though it also shows no components were selected

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
