Issue Summary

The Get a list of users API: https://developer.statuspage.io/#operation/getOrganizationsOrganizationIdUsers currently does not currently provide any data do to being deprecated but it is still needed to get the UserIDs of Statuspage users in order to make use of the Permissions API.

Steps to Reproduce

1. Use the Get a list of users API
2. API returns a 403 error

Expected Results

This should return at least the User ID and email of the user

Actual Results

The API returns an error due to it being part of Atlassian accounts. This is technically expected but as an unintended consequence of not returning a list of user IDs

Workaround

User could find their own User ID within their profile but to get a list, you would need to manually go to edit permissions and read the URL of the user ID. This also doesn't work for product admins since you can't edit their permissions. The API is needed.
