Issue Summary

Deactivating a CCP backed Statuspage then reactivating it using the legacy billing link creates the statuspage in CCP

Steps to Reproduce

1. Create a Statuspage on an existing site. This should create a CCP backed Statuspage

1. Delete the Statuspage through Admin Hub

1. Add Statuspage back to the site using http://www.atlassian.com/statuspage-legacy link

Expected Results

Statuspage is created in legacy billing

Actual Results

Statuspage is created in CCP billing

Workaround

May require DoS assist?
