Issue Summary

The subscriber import feature should support a situation where a subscriber exists, and a CSV file contains a reference to that user with no components specified. This should update the subscriber to subscribe to all components.

Steps to Reproduce

1. Enable component subscriptions
2. Subscribe to the statuspage with only a subset of components checked
3. Create a CSV to import with that subscriber, leave component codes blank
4. Import that CSV through Subscriber import

Expected Results

The subscriber's component codes should be updated to be all the components after the import

Actual Results

The subscriber's component codes remain the same as originally selected, they are not overwritten to be all components.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
