Headings do not reflect the content structure

      Issue Summary

      The heading markup used across the site does not accurately describe the content structure of each page or section.

      For example, the main Incidents page has a H1, which is good. Clicking on the items in the tab panel opens new pages of content but these do not consistently have H2 headings. Template pages use a H3 heading. The Update Incident pages have no heading at all, but the Create Incident page uses a H4 for the title.

      The same inconsistency is found in all multi-page sections.

      Our recommendation:

      Use appropriate heading levels to create a hierarchical structure for each page. Ensure that the relationship between topics and sub-topics is reflected in the heading markup. It would also be helpful for all users if the H1 heading remained visible for all pages in the section.

      For example, for the Open Incidents and All Incidents sections, we recommend:

      • H1 Incidents
        • H2 Incident Name

      This can be extended for the Update Incident pages:

      • H1 Incidents
        • H2 Incident Name
          • H3 Update History
          • H3 Add new Update

      The Templates section would be similar:

      • H1 Incidents
        • H2 Template name
          • H3 Any sub-titles within the template

      Note: It is best practice for heading levels to run in sequence.
