Issue Summary

Component descriptions are inaccessible if another description text box covers the "?" icon that contains the component description.

Steps to Reproduce

1. Create two or more components that have a lot of text in the description field.
2. Locate the components on the status page.
3. Hover over the component description trigger for the lower component.
4. Hover over the component description trigger for the component above the component where you activated the lower component description.
5. The text cursor is rendered and the text for the top component description does not display.

Expected Results

Hovering over a component description should not prevent seeing other descriptions.

Actual Results

If the "?" is covered at all by another component description text box, the higher one can't be viewed.

Workaround

Refresh the page to correct the issue.
