Description

We have Stash connected to Crowd, where some users are stored and inactive, that have left the organisation. unforntunatley these users are known ins stash and can be set as reviewer in Pull-Requests.

These users won´t be available ever and this can lead to long waiting times until a dev gets to the point that the user is inactive.
another problem is, that the list of suggested reviewers contains inactive users, potentially grown number.

solution drafts:

Allow only licensed and active users to be reviewer
