Issue Summary
Some customer wants to select the unlicensed user first, because they manage the license with checking user assignees and activities in Bitbucket via REST API.
So they wants to select the unlicensed user first in Project/Repository permissions, and then they grant the license to that user. In Jira/Confluence, this procedure works fine because these products are able to select the unlicensed user in the user picker.
This is reproducible on Data Center: yes
Expected Results
Provide ability to select the unlicensed user in Bitbucket user pickers as same as Jira/Confluence.
Actual Results
You can't select the unlicensed user in Bitbucket.

Workaround
Grant the Bitbucket license to that user first.
