Resolution: Fixed
Hi everyone,
The ability for pull request authors and repository administrators to delete pull requests is under active development for inclusion in an upcoming release of Bitbucket Server. This issue will be closed with a fix version indicating which release includes the change, once it has passed review and QA. We appreciate your patience.
Best regards,
Bryan Turner
Atlassian Bitbucket
Some pull requests created by mistake may be deleted, not declined. Bitbucket Sever should allow deleting pull requests.

There are other issues where "smash my head" seems relevant, but I don't understand why this one.
The fixVersion says 5.1 above, and you can see it in the release notes from 2017:
https://confluence.atlassian.com/bitbucketserver/bitbucket-server-5-1-release-notes-902140366.html
It even has pictures.
So, let's reserve the anger for the ones that deserve it, please.
