Button 'Commit' and checkbox 'Push changes immediately to ...' disappear if commit text comprises of many lines (i.e. the conflicts list in case of merge commit). To reproduce, type the text manually, one char per line is enough. After ~50 lines of text (FHD 96DPI screen) the button disappears.
