I was able to generate a license file on the website, and the program appears to install, but it is impossible to bypass the "Atlassian account" step of the wizard without using Internet Explorer. Whitelisting the Atlassian domain (and all subdomains) was insufficient for account login, and there is no way to import the license generated from the website without getting past this step.
