I've left Affects Version empty here because for some reason the version that I am using (2.1.11.0.) is not there.

I am encountering .git/index.lock errors all the time when trying to:

• stage a file
• make a commit

Very often I need to try to do above for 5 and more times until it finally works.

Also sometimes clicking "commit button" makes no effect.

Because of this problem I limited my ST usage to this two things only. This bug is there for at least a year. During that period there were multiple ST updates making this even worse - at the beginning it was happening rarely, mostly with bigger interactive rebases. At this moment it is happening with everything. I was trying to use embedded git also but there was no difference.
