1. Double click the toolbar (title bar) to make full screen
2. Click and hold on the toolbar (title bar) are and start to drag
3. Nothing happens. 

Expected behaviour

• Once click and start dragging window should pop out of full screen and be in drag mode
• The window can then be continued to dragged onto another screen
• Window does not pop back into full screen after drag complete (Default Windows behaviour)
• This is the standard Windows multi screen behaviour for applications, like Visual Studio, NotePad++, etc
