App wiindow cannot be moved by mouse when maximized

      When app window is maximized, it is impossible to drag it by mouse, e.g. to move it into another display. It has to be 'restored down', then moved, then maximized again. It's very annoying. 

       

      PS minor: no tooltips on window caption's buttons.

            Are you using Windows 7?

            We've identified and fixed some windows issues on Win 7 and will be releasing a new beat shortly to address them.
